Mission

Provide a supportive framework and action plan to conceptualize, implement, promote and follow up actions, on Soil Health (SH) and Soil Organic Carbon (SOC), through an enhanced collaboration between stakeholders of the "Agriculture, Forestry and Other Land Use (AFOLU)" sector, in line with the United Nations (UN) Sustainable Development Goals (SDGs).

The ambition of the "4 per 1000" Initiative is to encourage land users to move towards a diversified, productive, resource-efficient and highly resilient agriculture and forestry based on appropriate management of natural resources, in particular land, soils and water, strengthening farming activities and the global economy ensuring sustainable development.

This Initiative invites all stakeholders (producers, scientific community, private sector, non governmental organizations (NGOs), regional and local authorities, countries, international organizations, development banks, foundations, etc.) to promote and implement science-based practical actions to maintain and manage soils to be healthy and living, and thus fertile, and be a carbon sink and not a source, based on successful experiences and support of science and rational methodology.

The Initiative wants to involve stakeholders to contribute to develop a global monitoring platform to better quantify soil carbon stocks and establish adequate public policies encouraging farmers and foresters to adopt agricultural practices that conserve and increase soil carbon stocks.


Guiding Principles

We believe in:

  • SH is at the center of actions
  • Farmers/foresters are key actors at the center and managers of their farming/forestry systems.
  • A territorial approach that respects land rights and holders, adjusts to local conditions, follows the subsidiarity principle and strengthens local ownership of action.
  • A science-based and result-oriented approach, with the help of an international multidisciplinary "4 per 1000" Initiative Scientific and Technical Committee (STC).
  • A "4 per 1000" Initiative Executive Secretariat that facilitates and organizes, and Members and Partners who voluntary act and implement.
  • A focus on strengthening inter-institutional collaboration.
  • A multi-stakeholder approach and a public-private cooperation that promote mutual support between actors, open access and open data and optimal allocation of resources including to farmers/foresters.
  • The ability to learn, agility, willingness and team spirit at all levels provide the flexibility and drive needed to meet the complex challenges ahead.
  • Gender equality and the empowerment of women and young people in agriculture.
  • The inclusion of ethnic minority groups.

International mechanisms which fund projects focusing on SH and climate change mitigation through carbon sequestration (including local and small-scale projects) are established and operate based on a harmonized system for project development, monitoring, and evaluation.

The "4 per 1000" call-for-projects and the scientific-technical advice support at least 30 projects a year in the acquisition of funding and the alignment with the Initiative's vision, based on the "4 per 1000" reference criteria and indicators for formative project assessment.

The aspired annual budget in 2020 was 961 000€ (including the core budget of 721 000€), but the available funding was only 450 000€.

A baseline for investments in SH projects on the ground has not been established.

By the end of 2022, Key Performance Indicators (KPIs) will be established.

By the end of 2023, the dashboard will be operational and regularly updated.

  1. Félicitations au équipes  pour le travail fait. 

  2. It's a fine strategy as far as it goes, but I wish it took a more holistic perspective. For example, there is no mention of biodiversity, although soil biodiversity is probably essential to achieve the carbon drawdown which sits at the heart of the mission. The strategy also lacks an emphasis on the raw political economy governing the misuse of soils worldwide - it's a lot easier to make money from selling IP-protected seeds and agrochemicals than from teaching farmers to manage their soils differently, and that money talks, as can be seen in the soil-damaging policies promoted by agricultural ministries around the world.

  3. I specifically looked at Goal E and I think the analysis is good as well as the proposed actions. Good to start implementation.

Aqui no Brasil, na maioria dos casos, essa lista de "boas práticas" vem carregada de interesses comerciais ocultos, ou mesmo de práticas ultrapassadas. Minha sugestão é que se formem grupos de consultores e técnicos reconhecidamente isentos e independentes para filtrar isso.

It would be helpful to add "Mutual benefits", where we indicate both the benefits to the  "4 per 1000" Initiative  as well as the benefits to the parties. For example, some of the mutual benefits for "4 per 1000" Initiative could be - Inclusion in discussions of isolated and vulnerable groups; - Better representation in debates and discussions; - Increased advocacy and mobilization capacity; - Complementary outreach and capacity for field activities. While the benefits for partners could be - "4 per 1000" Initiative provides access to a neutral forum for discussions; - Access to information, capacity building, technical knowledge and expertise on Soil Health (SH) and Soil Organic Carbon (SOC).

As a guiding principle, the strategy acknowledges the importance of gender equality, but fails to provide corresponding "Objectives", "Targets" and "Implementation strategy". To ensure inclusion and diversity, the strategy should include corresponding "Objectives", "Targets", and "Implementation strategies" to curb gender inequalities. An example would be identifying potential gender-related problems and establishing gender analysis frameworks (GAF) to ensure gender equality.

    Although I am of the mind that C sequestration is often overstated in its potential to offset anthropogenic emissions, I agree with the overall approach to soil health being the focus of this initiative. I would favor a name change to something with soil health in the name, but I understand why 4 per 1000 has been utilized.

  12. comprehensive focused on collaborative distributive approach to realize ambitions where mitigation and adaptation might be strengthened with aiming for regenerative future. We all agree Soil is key but would recommend following system thinking considerations soil is a component of ecological assets including biodiversity. Widening ambition, objectives and actions to acknowledge systems, their required integral approaches transcending incrementalism. Science and results based approaches also acknowledging distributed steward based approaches and strengthening and positioning integral wisdom and farmer, community (stewards) evolution.  Address innovations and innovative financing, where ecoassets valuation is ensuring inclusion of many small farmers, beyond and reinventing voluntary carbon instruments targeting multi capital value models for future farmer and food systems (as carbon sequestration might be overstated in its potential, yet still valid but element of total ecosystem values that come from regenerative agri practices). Risk of traditional thinking and offsetting could not result in short term solutions that will not provide structural regenerative agri and food markets. We should be more bold in our objectives for 2030. Goal A: target setting against which thresholds ? Planetary and social economic boundaries and the thresholds guide target setting. Those can evolve and change as nature has a tendency to be able to reset or adapt but we need to put SOIL targets in the context of social economic targets. At what price will soil targets be achieved or what combined net positive impact is set to create regenerative systems.

    How can we make sure the 4p1000 becomes fully obsolete by 2050 or embedded in full distributed working systems to manage soil  integral and distributed as a single unique asset including ownership of this major common.

    How do we ensure "democratic" governance that can resist the lobby, often understandable, of those that want to protect their less integral and regenerative interests? 

    How do we ensure that science & technology are governed and embed evolutionary approaches ? 

    Objectives and theory of change should be based on setting boundaries and thresholds instead of taking a mechanistic traditional approach of science, data and metrics with tactical methods and best management practices. Leave room for the principles of learning and discovery. Farmer communities are learning ecologies where story of change is a story of human belonging - to each other, to all life and to land (soil), from a shared purpose driven by curiosity and generosity. Emergent learning through relationships with each other, with the plants, animals and the land (soil) where results and measurement of change is not only quantified but also values new local experiences, wisdom and stories of social, economic and environmental well being by farmers and communities and life. 

    How can we create open approach to monitoring, validation and impact measurements. "A complete overview of the 20 significant operators and their monitoring systems is available." Should we not focus on creating a distributed capability in which diverse group of operators can operate and facilitate a platform where we explore how we can use blockchain technologies to strengthen the whole system. 4p1000 could take a role where vertical siloes are avoided and new model is applied. There are several initiatives but there is an opportunity here. If we think extreme we could build on initiatives that want to buy back land as a common allowing new models to create regenerative economies to develop and thrive. 4p1000 should not focus on listing the operators, we should build on the refinement of measuring impacts and thresholds regarding interlinked ecosystem values/assets and explore how decentralised technologies provide a evolving platform that uses range of 'oracle providers' for data collection and data validation etc. It's not 20 operators it's a decentralised network with 1000's of providers contributing to innovative observations, sensing, human sensing incorporating hard data, AI based reasoning to create new ways of SOC predictions in small farmer plots without costs of soil samples etc etc. 4p1000 and partners could be the base for stimulating and enabling innovations in tech and social that link to evolving ways of creating and proof impact.


  14. France approves the 2050 Vision, "Worldwide healthy and carbon-rich soils to combat climate change and end hunger", proposed for the 4 per 1000 initiative. Its Mission, Ambition and its Guiding Principles, proposed for validation to its members, echo their commitment and correspond to the raison d'être of the initiative.

    With regard to the goals, objectives and targets, France salutes their structure, their richness and their attempt at exhaustiveness.

    However, France questions the achievable nature of certain targets. As an example, the 2050 C2 target “100% of value chain actors in agriculture and forestry have adopted the principles of agroecology and sustainable land management in practice” is virtuous but unachievable, and could be reformulated as: “the principles of agroecology and sustainable land management have been adopted in the majority of agricultural and forestry value chains”. As another example, the 2050 F1 target, "The "Twin Regions" concept is adopted by communities in all "4 per 1000" partner countries." could be rephrased as: "The concept of "twin regions" is promoted to communities in all partner countries 4 per 1000". A similar reformulation could be proposed for A1, B1, D2, D3, D4.
