Background

In 2020, the international "4 per 1000" Initiative "Soils for Food Security and Climate", launched at the UNFCCC COP 21 in Paris in 2015, developed and adopted its Strategic Plan. It includes 24 objectives with clearly defined targets for 2030 and 2050, contributing to 6 goals to strengthen the different phases of the innovation continuum.

For each objective, a Task Force (TF) was established to drive implementation. In a global consultative process, 126 experts specified the underlying problem for each objective, clarified consequences and explored root causes. In a second step, they worked out detailed implementation strategies. They indicate which activities need to be invested in, which obstacles need to be overcome and which critical success factors need to be taken into account in order to achieve the objectives. The resulting strategy document serves as a global reference framework for actions and projects that contribute to achieving the "4per1000" vision for 2050: "Globally healthy and carbon-rich soils to combat climate change and end hunger."

From now on, task forces will focus on implementation. They generate project ideas, forge alliances and form partnerships for project development & deployment, facilitate access to funding, and monitor progress.

Purpose

The Project Initiation Process (PIP) is designed to help initiative partners design and acquire funding for projects and activities that contribute to the goals of the "4per1000" strategy, facilitate coordination of investments by funding agencies and governments, and monitor progress in implementing the strategy.

Process

The PIMS includes 6 stages with the following objectives.

I. Consolidate Task Forces: Strengthen the capacity of the initiative by enabling decentralized management of project inception and monitoring activities.

II. Stocktaking: Inventory of ongoing projects and activities, analysis of gaps, and identification of funding opportunities.

III. Ideation & Team building: Generate project ideas and form partnerships for project development to fill gaps. 

IV. Project Conception: Develop project concept notes using the standard tabular template.

V. Scouting for funding: Advertising the concept notes to funding agencies to obtain an expression of interest

VI. Securing funding: Preparation and submission of the full proposals

Give members of TFs the opportunity to review their membership and new partners the opportunity to join them. When joining, they can indicate their preferred role (leader, regional representative, team member).

6Project Inventory

In the call for joining the task forces (1) will include a few questions to fill a Project Inventory.  

In the 2nd year of the TaskForces, if needed, a survey for gathering information about ongoing projects (Title, URL, leader, countries, funders) might aply. This survey is mainly targeting the partners organizations of the colleges Research, NGOs, Producer Organizations and companies.

Funding Database 

An overview will be created that summarises important information on possible funding bodies.



  • BLE Team will have a look at the GIZ report on potential funders and update + add information. That might happen with help of an online survey for funders to indicate the objectives that match their interest and scope of funding
  • Then created database will be shared with the task force leaders and should help to achieve funding for the projects

Search and advocate for financial support

Exchange of concept papers with funding bodies (call for investment interest). The aim is to get an expression of interest to invest and to convince funding bodies to request the submission of a complete proposal following their guidelines.
