Context

The international "4 per 1000" Initiative 'Soils for Food Security and Climate' was launched in 2015 at the UNFCCC COP 21 in Paris. In 2020, it developed and adopted its strategic plan

General Background of Strategy

The « 4 per 1000 » 2050 Strategic Plan, validated in June 2020 by the Consortium of Members of the International « 4 per 1000 » Initiative, is a founding and fundamental document for the Initiative

. It aims to guide the work of the Initiative for the years until 2050, clearly highlighting 24 Strategic Objectives to be pursued under specific goals, with targets identified for 2030 and 2050.

In 2021, the Executive Secretariat of the international « 4 per 1000 » Initiative carried out a comprehensive consultation process through the constitution of Task Forces, which analysed the 24 Strategic Objectives of the 2050 Strategic Plan, following the Delphi Study methodology. In total, more than 4,000 responses were received from over 120 people. The findings of this work were presented at the 5th Day of the international « 4 per 1000 » Initiative, in Glasgow, on 10th November 2021.

In 2022, the work of the Executive Secretariat of the international « 4 per 1000 » Initiative consisted in reviewing the 162 activities resulting from the work of the Delphi Study in 2021, organised within the 24 Strategic Objectives, in a dozens of categories. In the first half of 2022, each Strategic Objective was reviewed on the basis of the proposals made by the Task Forces: revision of the Title, Description, 2020 Baseline and 2030 & 2050 Targets. After a thorough and accurate analysis, and on the basis of the « 4 per 1000 » Operational Framework, the results were presented at the 5th Day of the international « 4 per 1000 » Initiative, in Glasgow. 

This work has led to:

  • Version 2 of the « 4 per 1000 » 2050 Strategic Plan

  • Version 1 of the « 4 per 1000 » Implementation Plan.

For each objective, a Task Force was established.  The primary goal of the Task Forces is to develop and implement actions and projects that contribute to the implementation of the respective objectives of the strategy.

To start the process, 126 Task Force experts participated in a systematic global consultation process in 2020 and 2021 to develop an implementation strategy for each objective. First, they specified the underlying problems of each objectiv, its consequences, and its causes. In the second step, they reached a consensus on the activities that need to be invested in, the obstacles that need to be overcome, and the critical success factors that need to be considered to achieve the objectives. The resulting strategy document serves as a global framework for coordinated actions and projects to achieve the "4 per 1000" vision for 2050: "Globally healthy and carbon-rich soils to combat climate change and end hunger."

From now on, Task Forces will focus on implementation.

L'initiative internationale "4 pour 1000" "Les sols pour la sécurité alimentaire et le climat" a été lancée en 2015 lors de la COP 21 de la CCNUCC à Paris. En 2020, elle a élaboré et adopté son plan stratégique. Celui-ci vise à orienter les travaux de l'initiative jusqu'en 2050, en mettant clairement en évidence 24 objectifs stratégiques à poursuivre dans le cadre de buts spécifiques, avec des cibles identifiées pour 2030 et 2050.

Pour chaque objectif, un groupe de travail a été créé.  Le but premier des groupes de travail est d'élaborer et de mettre en œuvre des actions et des projets qui contribuent à la réalisation des objectifs respectifs de la stratégie.

Pour lancer le processus, 126 experts de la task force ont participé à un processus de consultation mondiale systématique en 2020 et 2021 afin d'élaborer une stratégie de mise en œuvre pour chaque objectif. Dans un premier temps, ils ont précisé les problèmes sous-jacents à chaque objectif, ses conséquences et ses causes. Dans un deuxième temps, ils sont parvenus à un consensus sur les activités dans lesquelles il faut investir, les obstacles qu'il faut surmonter et les facteurs critiques de succès qu'il faut prendre en compte pour atteindre les objectifs. Le document stratégique qui en résulte sert de cadre mondial pour des actions et des projets coordonnés visant à réaliser la vision "4 pour 1000" d'ici 2050 : "Des sols sains et riches en carbone à l'échelle mondiale pour lutter contre le changement climatique et mettre fin à la faim".

À partir de maintenant, les groupes de travail se concentreront sur la mise en œuvre.

As a reminder, the « 4 per 1000 » Operational Framework clearly differentiates between Core Facilities, led and implemented by the Executive Secretariat with the support of existing and future Partnerships,

 

and Global Facilities, which will be facilitated and supported by the Executive Secretariat, while being led by future Alliances

Pour rappel, le cadre opérationnel " 4 pour 1000 " établit une distinction claire entre les facilités de base, dirigées et mises en œuvre par le Secrétariat exécutif avec le soutien des partenariats existants et futurs, et les facilités globales, qui seront facilitées et soutenues par le Secrétariat exécutif, tout en étant dirigées par les futures alliances, c'est-à-dire les coalitions de partenaires, de membres et d'amis de l'initiative. Il est important de faire cette distinction, car les modalités de mise en œuvre de la facilité globale et de la facilité principale sont très différentes.

    • To kick-off the work under the Global Facilities, we decided to launch four Task Forces this year, which will work on the Focal Objectives 2023. One of these is a true showcase, as a taskforce has already started working under its taskforce leader. This is:

    La mise en œuvre de la stratégie a commencé depuis longtemps, avec beaucoup d'activités dans presque toutes les facilités essentielles.

    How to get involved

    As you all know, Task Forces were formed to work in the frame of the Delphi study with the aim to develop the Implementation Plan in 2021. These Task Forces were reactivated last fall. It was very inspiring to see who and how many of you were interested in which objective, were already working on a certain topic, or could perhaps imagine being Task Force Leaders. During this process, you had the possibility to join a new Task Force, but also to reconfirm your membership of 2021. 

    F1, A1, A5 and E1 are this year's Focal Objectives and we strongly encourade you to get engaged in one of those Task Forces, if you feel your expertise could contribute to the sucess of the work!
