Stakeholder groups and countries lack opportunities to meet, exchange, develop a mutual understanding, and assess complementarities in skills, capacities, and constraints. Such events are crucial to identifying collaboration and mutual support opportunities and developing partnerships to strengthen international and regional cooperation essential to solving the global crisis.

The global climate crisis can only be resolved by international collaboration and mutual support that takes advantage of economic and ecological complementarities and honors the polluter pays principle. Annual global and regional multi-stakeholder events and professional journals and forums that center on SH and carbon sequestration where stakeholders get to know each other, exchange, explore opportunities for coordination of actions and develop partnerships are essential for the success of the "4 per 1000" Initiative. At present, such events are sporadic and not systematic enough. A corresponding "4 per 1000" virtual blackboard/forum where stakeholders actively share knowledge and experience, advertise their work, and discuss is not well developed. The electronic platform of the Initiative provides the required infrastructure. Still, more work needs to be done to attract stakeholders, and more resources and innovative approaches to efficient networking are necessary to serve the growing number of members and partners.

Lack of mutual awareness and understanding of interests, needs, activities, and constraints causes stakeholders to miss opportunities for creative thinking, collaboration, and mutual support, resulting in high transaction costs, increased investment risks, and low impact. The lack of regional and global exchange also means that countries and national organizations miss opportunities to forge alliances that allow the pooling and sharing of resources to overcome national constraints and make economies of scale.
